It is the largest in Almaty as of now. Its main golden dome is a local landmark, the signal to drivers coming in from the airport that they are nearing the city center. The mosque was completed in 1999 and a plaque near the east door records that it was built on the initiative and with the personal support of President Nazarbayev. It is rectangular in plan. After the collapse of Soviet Union such architecture buildings were financed by the governments of Turkey and Saudi Arabia and other Islamic countries.
As for non-Muslims, it is okay to visit mosques. No need to worry. People are friendly and welcoming. Just behave well and follow the dress code for both men and women.
